What would constitute a re-submission in a Doctoral Network application?

For the 2022 call the resubmissions are based on self-declarations (as it was the case before). All Evaluation Summary Reports in DN 2021 call with a score below 80% contain a specific sentence informing the applicants not to resubmit their proposal (‘Please note that this proposal, having received a score of less than 80%, must not be resubmitted for the Doctoral Networks call 2022, as per the MSCA Work Programme eligibility rules.’). Applicants can refer to the definition of a ‘similar proposal’ on p. 5 of the Horizon Europe Programme Standard Application Form: A ‘similar’ proposal or contract is one that differs from the current one in minor ways, and in which some of the present consortium members are involved.
