Are there any templates which outline procedures for conflict resolution in MSCA consortia? Specifically, procedures for how participants in the network, at different levels, can raise complaints and how those complaints need to be handled in a formal capacity?

There are no such templates beyond the standard consortium agreement template, such as the one provided by DESCA (https://www.desca-agreement.eu/desca-model-consortium-agreement/).

Does the rule of non-resubmission for proposals under 70% also apply to a proposal which was submitted last year under Global Fellowships and this year under European Fellowships, with the same fellow and the same (return) host institution?

Proposals from Global Fellowships to European Fellowships or vice versa from European Fellowships to Global Fellowships are not considered resubmissions.

Which date counts for the purpose of determining eligibility for the PF call – date of arrival in the country of the host organisation or the date of the residence permit?

The official residency of the applicant is the one to consider for eligibility purposes. This needs to be clear in the application forms.

How likely it is that a proposal on the reserve list will be funded? Is this less common in consortia type of projects (versus the PF for example)?

The number of funded DN projects from the reserve list is normally lower than these from the PF reserve list.

The instructions explicitly say not to encode any other Work Packages. What should be done in case that some deliverables are blocking submission because, as the pop-up menu says, they MUST be associated to a Work package?

To get rid of the warning message blocking the submission, applicants should link the deliverables with WP1.
